Can you feel or hear what part is making that noise? (use a long screwdriver to your ear as a stethoscope...)
Not may parts on the engine that can make such noise; Injectors? EVAP valve? EGT valve? Maybe throttlebody? That's probably it on a Z22SE...
Extreme high voltage sparking can also sound a bit like that, but that would be very weird. (> coilpack)
Maybe a strange pulsation in your fuelpressure causing this noise?

Its a weird one.. Pretty sure its coming from the fuel rail, as you can feel a high-frequency vibration when you touch it. Pretty sure its an injector but I've changed both those and the entire engine loom. No change. ECU seems ok (used OBD Tuners, checked for fault codes etc.).
Will start and run occasionally. After a few 'cold' starts it usually will not start, and makes this buzzing noise.
I have a throttle body on the way from Joe, and a new brown relay. I did note the brown relay was sorta luke warm to touch (compared to the others) but no idea if that's relevant..
FPR could be the issue, but that wouldn't stop the engine from clicking and no starting.

Was thinking of changing the full front to rear loom but that's a really big job apparently.

I had exactly this a while back. I think it turned out to be a dodgy earth or poor battery. How is your battery charge?

I've checked all the earths and the battery was new this year. Been charged multiple times and has plenty juice to turn the starter over..

Not easy to reach these, but unclip the injector plugs and repeat to see if it's the fuelrail itself making this noise (fuel resonance, pump/regulator issue), or when the buzzing is gone its something electrical on your injectors/wiring.
(injectors get a direct +12v feed through the X connectors and are pulse-grounded by the ecu. => Check +12V wiring (relays boot + x connector pin 1) + and proper ecu connectors & ground wire...)

And borrow a fuel pressure gauge to monitor your fuel pressure on the rail

Pretty sure I've checked them all individually (unplugged one at a time) to no avail.. Plus this wouldn't cause a non-starting issue - plenty fuel going in as you can smell it after a few cranks (trying to avoid bore wash!)
I thought maybe a dodgy injector clip, but changed all those for new along with engine loom..
Checked for a good ECU earth, visual check and clean of all ECU connectors (changed the loom just in case of a broken wire).
It now starts fine 2 - 3 times, then gradually struggles, then just won't.. The engine would die if you tried to gently rev it, but this seems to have fixed itself.. Feels like its 'electrically haunted'..

Unplug all just to see if the buzzing stops => Injector/ecu/wiring issue
Still buzzing => fuelpump/pressure related.
Maybe you can borrow a fuel pressure tester from a local garage and see if your rail pressure is correct and stable.

I have seen this fault before, think it was the throttle body or a 5v back feed from something

As predicted, replacement throttle body and brown relay, no change - has a few starts from cold, but hot starts the fuel rail buzzing restarts and it just turn over..
So to add to the list (I like lists):
I started un-plugging things to stop the buzzing. It stops when:
I've sent Peter @ OBDT and email to check the cost for a replacement ECU if I send him a 'blank' and my existing ECU. Hopefully its not the full price (as I've bought it for a couple of cars now..)
