Have you had a look under the bonnet to see if the control dial on top of the actual heater box is turning? That would be my first check.

Not sure off the top of my head to be honest, can you get someone else to stand and watch while you turn the dial in the car to see if it is rotating fully? Failing that just try turning it both ways yourself under the bonnet and switching the blowers on to see if any heat comes out.

Turn the dial on the dash from fully cold to fully hot the arm on top of the heater should follow accordingly if it doesn't you dial may well be spinning on the shaft. If the heater arm does move you need to check if you are moving it its full stroke dis connect the wire from the arm and move the arm to the fully hot position and reconnect . And after all that it still will be freezing cos they are crap. ( it's been a good few years since I did this so some of the details may be a bit sketchy)

When standing at the front of the car looking at the lever it's to the left or hot and right for cold

If the lever is working, you could check that the silver ducting from the heater box to the cabin is still attached at both ends-sometimes it comes loose and just blows all the air into the front compartment, leaving you sitting in the cold!

if it's a turbo take the filter out of the ducting (mine was full of flies), there is a joint before the duct enters the cabin, there are numerous threads on here about how crap the heaters are and ingenious ways to improve them, buy a wolly hat is my recommendation
