Not that much forward. If you sit in the car and look at how the seats are positioned then the 'bar' will end up almost right below the person in the seat and if you have a seat with a hole in the seat base for the crotch strap then you will see the chassis cross-beam that the bar is attached to through the hole.
SCHROTH for instance allow a 10 to 15 degree deviation from pure vertical for the crotch straps, which this should fulfill pretty well. As the Lotus/Safety-Devices 4 and 6 point belts are simply re-badged SCHROTH belts I suspect that they followed their guidelines.
Having said that.. The VX/Elise chassis requires some compromises because of the relative lack of strong 'hardpoints' and no easy way to create new strong areas as the floor skin is simply too thin/fragile.
Eg. the rear mounting points for the lap belts through the chassis beam actually puts the lap belts at somewhat of a too shallow angle to be optimal. The location of the original seat belt are more optimal as they provide more downward force/angle on the pelvis, but of course those are inherently weaker as they are on the frame and not the chassis.
