Sort of. They ruled out a proper street race and were hoping to hold it in Battersea Park (after deciding against the Olympic park) but still no local council permission for it, as yet.

So what levels will it have: ex-owner package (no food, just company) NA package (light nibbles) Tubby package (3 course) Modified package (5 course) Lotus package (olives, champagne and melba toast)

like your thinking. I would go down the route of bbq-bring your own food, booze - choose your own poison, ice provided, hospitality guaranteed. Ample parking, places to crash and 10 feet from track.
