Ive got a 111r with a rattley u bend heat shield in the workshop, it looks to run a little closer to the bodywork than the VX, is it safe to remove the heat shield without replacing it for something?

top and bottom heatshield parts are about £50 each from lotus , can a jubilee clip hold them better

Take it off. I did the same on my 111r on advise of Olly at phoenix motorsports
