My M62 was pretty consistent in doing around 9.4 MPG.

With the harrop this has dropped to 7 MPG

Is that normal for a harrop?

Exmantaa mentioned doing around 8.2 with his harrop, so just wanted to verify that a harrop is a guzzler.

depends on how much air you are flowing and target lamda , but that is pro rata about right

or you could try using top gear and use better low down torque

The MPG is not the problem.

Just wanted to verify that it's normal, and no need to take it apart to check for fuel leaks.
