You need more surface area on your punch.
46mm scocket rings a bell?

As above and a bigger hammer. After each tap focus the energy through the furthest out bit. I.E, hit that edge of the socket/punch

Also by using that hole saw and not spreading the force you risk damaging the seal.

Get it cold in the deep freeze, that should reduce it's circum by a few thou.
Tap it in gently DEAD straight initially, if it starts to go wonky remove it and try again.
It isn't an easy job, that's for sure.

Apparently Scaffolding pipe is perfect. I go a tool turned out at work but I lost it a long time ago. Lump hammer and a good whack did the job for me after keeping the seal in the freezer overnight.

Freezer + most accurate diameter pipe you can find around. Although I had the same problem with aftermarket ones once (and needed to order originals, but those also required "freezer over night" treatment). Pure force was not the right solution.

In case anyone comes across the same issue, freeze the seal and find yourself an acro to cut down. Perfect size, bosh, straight in!
