Any Idea How To Remove These Jubilee Clips ?

Just looking for a bit of help to get these stupid jubilee clips off my honda :

Any idea how to remove them ?

 

Not seen anything quite like these before - why would you not have a bolt or screw driver option to undo ??

Dremel them off and replace with normal ones

luckily i didnt have to resort to Dremel in the end - after removing all the bits around this one (which were sensibly attached) i could just wiggle it off leaving the clip attached - now thrown away and replaced with a real jubiliee clip :-)
