Gears of War is the first true next gen game so all the other current 360 games inc TDU and PGR are using older techniques
Indeed, i wasn't impressed with PGR or G.R.A.W for that matter. Graphics were sharper but game was old and tired.
Colin Mc's DIRT should be good.. its been classed as a next Gen game.

What makes a game "next gen", is it HD or something similar or the way the code is written?
The idea of true next gen is using a new game engine built to produce HD graphics that is not replicated on non next gen machines.
Ie Gears of War uses a new game engine built for next gen / HD and will not be "ported" to a non next gen console. (PCs dont count as they can produce Next Gen visuals already)
the reason for TDU not being next gen is it is using the havok engine which was originaly built for PS2 etc and the game will also be ported on to the PS2 in the near future.

I think it's just an evolution that's takes place as the game programmers start to make better use of the higher graphics and processing power of the new consoles. They begin to better understand the specific functions / system calls as they've had more time to work with the new hardware.

You might say a game didn't look "next gen" even though it was running on the 360 or PS3 to mean you expected it to look better given the advances in hardware between generations of consoles...

Thats not actauly true, my above comments clarify the difference between next gen and not next gen, the coding and the game have to be exclusive to the next gen console unlike TDU which will be realeased on PS2 and PGR which uses old generation techniques.
Gears of War is so far the only released next gen game as the coding behind it are new and the game itself is exclusive to next gen consoles.

Sorry mate, i work for Sony (as a games programmer)- technically a next gen game is one which runs on the "next" generation of consoles; typically as seen from the perspective of the previous generation.

Well, the 360 version ought to be, otherwise you're paying your money for a straight port which wouldn't be worth it if the game didn't look any better!
