IIRC Guy had a similar issue. I think it was a re-circulation box or something. Might not be the same thing but it's worth a search.

steve, in the end mine was a split recirc valve. i had the valve out once and couldnt see any splits, i then got hold of a second handone (there was no new recirc valve kits anywhere in europe!) and swapped it over it stopped, peeled the rubber back (lol) on the old one and found a crack along the seam. you really do need a boost gauage for fault finding like this though, as i thought mine was running ok, but it was running approx 2psi less, only a tiny drop that wasn't really noticeable. i started at the pipes. have to do a search for vacuum and find the drawings i did.

Are you running an atmospheric dump valve with the OE valve blocked off? If so this seems to be a common symptom on the z20let. Try taking the atmospheric dv off, should cure it?

check the pipes first. could be one of those loose, all my pipes were fine, i then removed the pipe to the recirc valve on the turbo housing and blanked it off, the car then chattered loads more BUT it boosted correctly (need a boost gauage to check that) initially i thought that meant the recirc valve was ok, it stopped air from leaking from the compressor side through the valve however the boost was actually leaking from 'vacuum' side when the pipe was connected..

might wanna stop posting in txt talk, pisses alot of people off.. you're not charged for every 160characters in here! my boost gauge is T'd into the fuel pressure regulator, if all your pipes are connected then it should idle at 21inHG vacuum when warm. if you blank off the recirc valve, you will get more turbo chatter (turbo stall) this isnt good as everytime you hear that, its the air trying to turn your turbo backwards... :saw: you'll be best starting with all the pipes. mine idled at 21inHG of vacuum so it didnt appear to be a leak on the vacuum side, however onc eit was getting to like 15+psi it was loosing up to 2psi from what it should have been at due to it leaking through the recirc valve...
