the spats are held on with three screws, the sticky pad was most likely added at some point to help hold it on
I've just replaced mine that were looking a bit tired with some brilliant condition second hand ones from ElizP and there were no sticky pads when I removed mine.

Fiddling around with the pad is a bit of a bodge but I've replaced the screws too.

Having the same issue. Tried using tigerseal. Didnt work, but I hadnt cleaned the area. Then found this thread for advice.
Try again after meths cleaning, or go for a different bonding substance, i.e araldite as suggested here? Just wondering if the tigerseal should work, or I need to make a trip to the shops.
