Ok, actuator rod seems seized, what do I do?

When I say seized, I couldn't move it by hand. I didn't try moving it with pliers or anything.

I use a monopod (photography), works a treatprop the boot lid with something much longer (I use an umbrella) so you get full access

Ended up using the handle from our Dyson to keep the boot open.
Wastegate seems fine, I just wasn't pushing hard enough. Once I knew which way I was supposed to be pushing I used a bit more force and it moved smoothly.
Upper head shield is an AWFUL device, went back in easier than it came off though.
I have replaced the spark plugs and air filter, need to fine my misplaced contact cleaner and clean up some of the connections.
