Ok, actuator rod seems seized, what do I do?

When I say seized, I couldn't move it by hand. I didn't try moving it with pliers or anything.

prop the boot lid with something much longer (I use an umbrella) so you get full access

I use a monopod (photography), works a treat :)

Ended up using the handle from our Dyson to keep the boot open. Wastegate seems fine, I just wasn't pushing hard enough. Once I knew which way I was supposed to be pushing I used a bit more force and it moved smoothly. Upper head shield is an AWFUL device, went back in easier than it came off though. I have replaced the spark plugs and air filter, need to fine my misplaced contact cleaner and clean up some of the connections.
