Trackmaster does it on Android as does aLapHD (and simultaneously hooks up to OBD data for gauges). Race Chrono will also do so, once he adds the video functionality.
That said, unless the TDO/Circuit allows you to use a suction mount on track, you're probably screwed when it comes to using any of them.
