It's not quite that straight-forward in my view, but as usual I have work to do and so can't write a full answer - be careful, though, just ignoring them - they are absolutely entitled to enforce the penalty against the registered keeper if they follow proper procedure. They may very well just go away, but keep an eye out for court papers and don't ignore them if they arrive - by the time they arrive though, your penalty will have quadrupled in size or more.

The appeal went bad....if you park and dont pay you are fecked...i.e.If you cCant pay, even if it is there fault re issueing tickets - dont park
The parking operators must have made an extra £1million this single day in fines..bastards.....Ok Hairy , now where do I get that can of petrol, Ill call in on my down to Devon
"The fact that the RingGo app was faulty does not entitle the driver to park on this site. The signage clearly displayed on site clearly informs motorists not to park in the car park if you cannot get a ticket from the machine or if you cannot make alternative payment. If the driver does park without such a ticket then the driver is deemed to agree to pay the charges as displayed in the signage. The driver always has the option of parking elsewhere if the payment facility is not working. I have considered all the issues raised by both parties in this Appeal and I am satisfied that the parking operator has established that the Parking Charge Notice was properly issued in accordance with the law and therefore this Appeal is dismissed."

This must be the only instance I know where the IT company looking after their infrastructure would get a pat on the back for it going down.

You'll achieve so much more by just accepting it and moving on.

I agree. You have to look at it dispassionately. The devil was in the detail (it always is) and you lost your appeal. The loss of service may very well be a cynical way of screwing motorists, but what are your chances of being able to prove it? If they're good pursue it, but only if you think it's worth the hassle. If not I let it go. From now on make sure you carry spare cash in the car to cover the cost of parking in case of future 'failures'. Of course I recognize there are situations which just annoy you so much that you're not prepared to let them go, and everyone's threshold is different. I pursued greenmachineGC on here for a year before I finally boxed him in to a corner and forced him to repay a (relatively) substantial amount of money with the threat of court action, But even then I wasn't convinced it was worth all the time hassle and stress involved. You'll achieve so much more by just accepting it and moving on.

Interesting. They hounded me after I went through the toll and then when I got home tried to pay and their site constantly rejected the payment. I eventually managed to pay 3 days later but a few weeks later received a fine. I appealed, told them their payment site is sh*t and copied over loads of online complaints about the system for payment. 4 weeks later they wrote to me apologising and cancelled the fine. Was quite surprised. You'll achieve so much inner fulfilment by not paying the greedy barstools. As the saying goes, don't let the bastards wear you down. Ultimately it's up to you, are you an accepter of defeat or one who strives relentlessly for victory. Example, I'm currently being pursued for non payment of the Dartford crossing charge, they keep hounding me and increasing the penalty, I in return reply telling them to shove their charge up their anus, or words to that effect. It's giving me such pleasure it's. Ego D monitory value.

It's a cost equation, and at some point it will become financially viable to recover the monies owed via a debt collection agency. Until then it'll be letters and phone calls.

Dartford crossing and RinGo and PPS is a completetly different sceanrio, imo
Dartford listen and attempt to help...the others dont. They just throw the law, signs and garbage back...what I cannot have is a poor credit check against my name.
Action.probably pay when they request for the money, but also investigate to see what loopholes or commonalities the two group s of comapnies have
Will I move on as Packs suggested...its a fecking disgrace that these areseholes are allowed to get away with it....would anyone on here ignore someone throwing litter on the ground as a "not my problem".....I hope they wouldnt...but I will not waste my life over it...
H...thanks for looking everyone..really appreciated

adverse to idiotic beaurocricy
I have to agree with Andy on this because I'm also averse to the idiotic bureaucracy that can be the bane of our lives. Not that this should be confused with sensible bureaucracy of course which is an entirely different animal.

For reference, with east Herts let you have one 'waived' fine per number plate per household. Not that I've tested it or anything
You can have more than that here, not that I've tested it either
