How would i check to see if the boost solenoids are ok or not?

Also when driving before boost kicks in should the boost gauge needle be sitting on 0? as its sitting below on -22 or something

it will be on "-22 something" with no boost or on tick over (vacuum), but once you give it some gas and the turbo starts spooling up, it will go up to peak boost, then drop off a wee bit.
On a RR they connect to the boost pipe to get a max read out
